Video filmed by YouTuber Prakash Kumar showed the moment when a car explosion rocked New Delhi’s crowded old quarters near the historic Red Fort monument on Monday evening (November 10), killing at least 13 people and injuring 20. Reuters verified the location from road layout, sign board and buildings that matched the file and satellite imagery of the area. Kumar was interviewing passersby, making a video about the ongoing elections in the eastern Indian state of Bihar when interrupted by the thunderous explosion. Footage showed people running in panic while fire and smoke could be seen at a distance. It was the first such blast in the heavily guarded city of more than 3 crore people since 2011. Indian police are investigating the blast under a law used to fight "terrorism," an officer told Reuters on Tuesday, as Prime Minister Narendra Modi vowed to bring to justice all those responsible. Police said a slow-moving car which stopped at a traffic signal exploded just before 7 pm. Nearby vehicles were also badly damaged.
