An analysis of 45 major paper leak cases over the last 20 years reveals a striking pattern: convictions are rare, investigations often drag on for years, and many accused continue to secure bail while cases remain unresolved. The findings also raise questions about delays in trials, the effectiveness of investigations, and the accountability mechanisms surrounding examination fraud in India.
